Prussia TC-deck is still extraordinary big! Normally, after turn 15, Prussia is hanging in the ropes with 10 or 20 TCs left.

Therefore the reduction of subsidies is not a too big problem (although it won't make Prussia's life easier, of course!).

The bigger problem is on the psychological front: Austria has no hope due to the big Prussian TC deck and its own lack of diamonds! The Austrians have started to attack the defender of Magdeburg. Prussia must find urgently a solution to get rid of A-1 and the other approching Austrian generals (eliminating the Austrian supply train would be the best). Furthermore, Prussia must find a solution of how to protect Magdeburg, until the Austrian supply train is eliminated.
